A program that does it, with a simple interface.

File format: Flashcards grouped in chapters and subchapters. One-line text only :-(. One font for Fronts, one for Backs of flashcards. Wave file support.
Training: Three "learning" modes and a filtering ("Maske") mode for displaying flashcards (no user input). Two "training" modes: multiple choice and type-in (Q&A).
Assessment: Three schemes ("Lernsysteme") for the training modes: (1) "klassisch": you can choose between reviewing cards you knew some time and the rest; (2) "mehrstufig" is similar to the Leitner system, although the flashcards you do not know are demoted only one stage back; (3) "gründlich", a Leitner system that scans a whole set of flashcards.
Training options: Timing in some of the modes. Flashcards can be flipped. Random testing order.
Edit mode: No edit mode, but any CSV file can be imported.
Extras
: Search. Print current flashcard.
Multiuser
: State of knowledge (which flashcards known, not even how many times) can be saved for each separate user.
User-friendliness: Intuitive, easy-to-use interface. Keyboard shortcuts for some commands.

File format: Packs of flashcards can contain various information about author, etc.
Flashcard format: plain text, one line text only
:-(, one multimedia file per flashcard.
Training: (1) "Learn" Q&A, (2) "CPL [critical path learning] test", where you can ask for hints and for display of the right answer, or tell you know the answer (without typing it in), (3) Review, (4) Exam that you can answer by an external word processor, (5) Study Sheet which evaluates the Exam results and makes a remedial test of it. Options: Timing.
Edit mode: list of flashcards. Import from word processor.
Stats: logging. Extras: backup in case of big mistakes (deleting full chapters, etc.)

This product is sold separately but is part of a set including a course, a grammar trainer, and other features.

Flashcard format: Question, answer, supplementary information (gender, collocations). Plain text, one-line text only.
Editor: All flashcards (foreign words) presented in a list, they can be edited.
Training: (1) Fill-in the blanks, (2) Drag & drop (fill-in the blanks with hints), (3) Type in Q&A test, (4) Pronunciation test. The tests are based on the collections of flashcards supplied, and the flashcards are shuffled at the start of each test.
Assessment: Supplementary information (see "Flashcard format") ignored when checking typed-in answers. During pronunciation tests, the user's answer is compared with the recorded sample by way of spectrograms.
Selective learning
: Lists can be filtered by date, pronunciation score, 'typed' score, number of tries. This way, with some clicking around you can choose which flashcards to train in before you start.
Extras: Includes several collections of flashcards with pronunciation samples (sound files, twice: male/female voice to choose from): basic vocabulary, vocabulary of the courses by the same publisher, thematic vocabularies ("conversational trainer"), vocabularies for standard language proficiency tests (TELC, DELF, etc.).
User-friendliness: Non-standard interface based on lists. Mouse is a must :-(

: Repeats failed flashcards.
Extras: Sort, find, print. Automatic keyboard and font selection for the (30+) languages supported.
