An easy to use program with some selective learning capabilities.

Flashcard format: For Question & Answer tests: Question, Answer, Associated files (.wav, .mid, .jpg, .avi), Hints/Comments, Table View, Introduction (global for all cards in the pack). For multiple choice, 6 possible options. For fill-in-the-blank exercises, 6 possible (right) answers. Unicode support, some font formatting. Max. 5000 files per Pack of flashcards.
Training modes: Several Question & Answer modes (ask all questions equally often, frequency based on priority list/on range/on history, Leitner Box System, browse mode, fast timed mode). Leitner Box System allows up to 9 boxes.
Learning plan: In the Leitner Box System, intervals are adjustable in terms of days.
User-friendliness: Independent windows (main window, edition, and training windows). Some buttons admit ALT-shortcuts.
Extras: Character map replacement, printing, advanced statistics find/replace, backup. Password protection for "compiled" (non-editable) files and options dialog boxes.

No flashcard training tool, actually. You can "open" a word list by selecting words one by one :-( from it. Then, this program will generate a printable page including flashcards, a crossword, a (pairs) matching quiz, a 4-options multiple choice test, and other similar teacher handouts (multiple choice tests, cloze tests, bingo cards, juggle letters). They can be saved as plain text files or bmp files. You can merge word lists.
Configurable throughout. No uninstall.

Seven-line text (14 lines in total)
:-( Fonts can be changed in each such line. 5-stages Leitner system. You can't type in the answer to a question, but are asked if you knew it. Time limit is available in training mode. Prints in paper card format.
Multiple users. For each Pack of flashcards and each user a "learning status" file is created, so the original Packs of flashcards are kept intact. Packs of flashcards can be "exported" to be imported into Wissenstrainer again - not other programs.
When tries to access floppy drive and there's no disk in, it produced runtime errors under NT.

Flashcard format
: three one-line text fields [up to 50 chrs :-( each], intended for word / counterpart / phonetical transcription; but fonts are customizable.
Training: Timing and question reversion possible. Assessment: repetition lies in proportion with misses. Switches keyboard layout automatically with flashcard side user is going to input. More: it is resident and can popup from time to time to ask you a word (like Swot).
A neat application that keeps its promises. Some more key shortcuts would be nice, anyway.

This program pops up every now and then (customizable timer), displaying a word or expression. Modes: (1) display word & translation into another language, or (2) press CTRL+T or glide the mouse cursor over its window, and the translation will appear.
You can mark words as known in order to skip them forever.
Several sample files (plain text) included.
Interesting: can tell phonetic transcription (in square brackets) and display it properly (with font included).
Another feature is a(n English) grammar review giving you an intensive review in grammar material, written style, problem vocabulary and preposition. Such themes are to be downloaded from their site!
Faults: no "pause" command in the context menu of its icon in the system tray. Words in other scripts (Russian) cannot be displayed properly in Western Win, since fonts cannot be customized.
Uninstall routine.
